LRA FREQUENTLY ASKED QUESTIONS (F.A.Q)

Below is information every referee needs for the year and answers to address the commonly asked questions. The topics are listed below with the last date update to allow referees see changes that can occur throughout the year.

FALL 2011 DIVISION START DATES

U12-U14 Division 4 (House/Recreational) games start Sat, Aug 27 with no games on Labor Day Weekend holiday.

U16-U19 Division 4 (Traveling House) games start Sat, Sep 10

U9-U19 Division 1 and 3 (High Comp) games start Sat, Sep 10

As is the current trend in our District this year, most of the games in Livermore this year will be

Again this year, the league and LRA decided not to assign referees to the U9 and U10 Division 4 games. The exception will be if some of the teams are in the Rec Plus program (we are waiting to hear). We have been getting almost no coverage so we decided it was best to focus our referees on games that need their help more than the very young. The league is working with the teams on how to monitor the games themselves, which they were largely doing anyway. Some referees have asked if they do a U9-U10 game would it count towards their year's game count - no, it will not. If the game is not in the LRA system, it will no count. Normal season games for U12 recreation and above as well as our tournaments do count.

DRESS AND ACT THE PROFESSIONAL YOU ARE: On and Off the Field

Whatever your age or experience level, every Livermore Referee is expected to be professional at all times: on or off the field, in appearance and in behavior. Before you even hit the field, the players, coaches, and yes, the spectators are sizing you up. Your credibility on the field began getting judged the minute you were in their eye sight. In fact, most referee's reputation is known before they get the field. From there, your appearance (yes, it is THAT important) and behavior will help influence the others about your actual ability and caring about their game.

Every referee is expected to wear clean and official referee gear. You have a choice of manufacturers, but let's put it this way, a yellow t-shirt or black soccer shorts or green cleats are not acceptable parts of a referee's wardrobe. Most LRA referees use Official Sports, but this is completely up to you.

Suggested shirts to get in the following order for most referees:

Short-sleeve Yellow - used in almost every game, especially for new referees

Only later, you can consider buying:

Short-sleeve Red

Short-sleeve Black

Short-sleeve Blue

Long sleeves are really only needed if you are going to do Winter games.

Referees Of The Year

At the December LRA Membership meeting, individuals (adult/youth, male/female) selected by the LRA Steering Committee present awards such as those listed below.

  • Referee of the Year

  • Rookie Referee of the Year

  • Most Improved Referee of the Year

  • Referee of the Year

  • Top 10 Performers

ASSIGNMENTS: Be READY, Team Attachment, Self Assignment, Direct Assignment, Being Removed from Game

Set Up to be READY for Games

1. Make sure your information is updated, including photo. There are a lot of referees that each of us are not always able to recognize in person right away. It helps to have a photo available before the game to know who we (assignors and fellow referees) are looking for. To upload a photo to your profile, follow the instructions below:

a. Go to "Profile" on the black top menu bar
b. Click on "Picture" on the left under the Account menu
c. Follow in the instruction that give the type and size (very normal) and click "Browse" to find the photo you want to use (real faces, no avatars please - defeats the purpose)

c. Click "Upload" and wait for the results.

2. Update your calendar (see below for help)

3. Make sure your  "[ ] Ready to be assigned" box is checked on the top "Main" screen

How to Update Arbiter Referee Calendar:

1. log into Arbiter (https://www.arbitersports.com)

2. click "blocks" on black menu bar on the top of the page

3. select "clear blocks" button option (might have to click "Dates" for the calendar interface and from there it looks the same as before)

4. click on days that you want to clear the blocks (this will then let you see games that need referees that are within you level)

5. make sure you have "ready to be assign" box checked or you will not see games

It can not be stressed enough to keep your calendar update with when you are available and when you are not (blocked). There is no need to waste your time or the assignor's time if you leave your calendar available and get assigned games that you then decline. PLEASE PLEASE PLEASE block time you are NOT available for game assignments

If you are attached to games, turn down a game, or have your calendar blocked, you will automatically be blocked (marked unavailable) for that time frame. This avoids issue and is a automatic process by our system - a good thing!

How to Self-assign to Games

Make sure your calendar is updated before trying to self-assign to game or you might end up with games you are not available for or you might not see games you are available for. Then Click "Schedule" on the black menu bar, then "Self-Assign" on the Silver bar. Use the options to refine your search if you want as only the first available games in the system will show up and it will be hard to find variety or future games when there are a lot of position open.

When LRA sign in is opened up again, referees will be able to see 30 days in advance to sign up for self-assignable games. While signing up for games, a referee may only pick 3 games within a day (no matter what actual day those games are on). Additionally, over the course of the season, a referee can self-assign no more than 3 games to be played on the same day. (Sometimes that is hard to explain so ask us if you have questions.) All games will automatically send out a reminder to the referees on a game 3 days prior to the match.

There are a few exceptions to these settings that may change a referee's number of games one can do on the same day or how far out one can see available self-assignable games. This is an adjustment the assigners reserve the right to implement on a case-by-case basis to ensure all referees have a fair chance at games or the interests of that referee are being best met.

Direct Assignment to Games

Older high comp games are not open to self-assignment. These include U15 Division 1 and above. The assignor directly give those games out to referees. The referee gets an email that s/he has been assigned to a game. Go into your Schedule to accept or decline the assignment.

Change of Plans, Need to be Removed from an assigned Game

Once you self- assigned a game, you can not self un-assign. You need to email the Assignor to make changes.  Sometimes a referee makes a mistake of one’s personal plans change, which is understandable. Just let us know as soon as possible so we can reassign the position.

HOW TO READ GAME INFORMATION: Sport Levels, Age Groups, Team Names, Game ID

Just in case you are new to our system (and a number of you are), there is what the game notations mean.

Sport Levels

All games are association with either "Soccer CYSA" or "Soccer Norcal". This allows the referee to know which set of playing league rules will be used for that match.

Age Group-Gender-Division

Games are differentiated by age group (like Under 16), gender (girls or boys, and division (1 and 3 are high comp; 4 is recreational). Examples:

"U16-g-1" means the game is an Under 16 girls division 1 game

"U12-b-4" is an Under 12 boys recreation game

Team Names

Recreation teams in division 4 have a team number as a "team name" in Arbiter. This controls the number of team names in the system since we are now keeping our game data every year. Rec Plus and High Comp teams will have their actual team names in the system. They play against other cities and it is more important to know who the teams actually are as they are harder to track that our local teams that do not travel.

Game ID

Every game in the system has a unique Game ID. If you need to refer to a game for changes or comments, you can use that ID number so everyone is talking about the exact same game.

MENTORING: Field Days, Direct Assignment, D&Gs to Prep for Upgrades

"Mentoring Days" will be specific days where some of our mentoring team will be assigned to a field and provide constructive feedback to all referees at the field. The first two days will be Aug 22 and 29. These two days will be focused on our new referees that just earned their badges and those that got in just a few games last year. Watch for more details on that soon. If you are a new referee and want to make sure to get in on those games, contact us as soon as you can. We will be trying to call all new referees. Some U12 and U14 Division 4 AR positions on Aug 22 and 29 will not be self-assignable until we first attempt to assign some of the new referees. After a few days, remaining open positions will be released to self-assigning.

We are also offering direct 1on1 mentoring matches up the season as well as D&Gs (Direction and Guidance) for up and coming referees. Ask us for details if you are interested.

WHAT IF NO REFEREE SHOWS UP FOR THE NEXT GAME?

Most referees sign up (or are assigned directly) to matches before game day. There might be occasion where there is an opening on the game after yours that you are interested in. If you feel up to it and the game is within your ranking, you can do the game. The center referee will confirm with us that you did the game and you will be added to it in Arbiter for the credit and payment.

Only If You Are Ready

For referees not yet ready for the center or higher level AR, feel free to not do the game. If you were assigned as an AR and the center did not show up, you will still be paid for the game if you need to walk away from the game. DO NOT DO GAMES YOU DO NOT FEEL READY FOR. In the long run, we want you to be ready and have a long career as a referee.

Team Attachment

Be aware that you can (and should) "attach" yourself to teams that you have a vested interest in. This could be that you are a player, a coach, a dad, or a sibling of the team or its members. It is not ethical for you do that game, no matter how unbias you try to be.

1. Go to "Schedule" on the black top menu bar
2. Click on "Attach" on the silver top menu bar
3. Select the Sport-Level-Team
4. Click the "attach" box next to the games
5. Click the "Submit" button.

No one is allowed to self-assign to a game they have a vested interest in.  However, there are cases where a referee is needed for a game that you are associated with. If you are available, the center referee agrees (if you would be an AR), comfortable with doing the game, it is within your ranking, and BOTH coaches agree prior to the game, you can do the game. If you do a such a game, either the center referee will report that to the league or you can report the game at  http://www.livermorerefs.org/Record_Game_Form.htm to get Arbiter updated.

HOW TO GET PAID

Fill Out The Game Report

Once a regular LYSL match has been completed, the assigned Center Referee fills out the Arbiter game report for the officials to get paid. No one on the game is paid until the game report has been completed.

  1. Go to "Schedule" on the black top menu bar

  2. Check "Show All Games" in your schedule if necessary to show games that have already happened, such as the game you want to fill out the game report for. It is common to forget this.2. Click on "Calendar" on the silver top menu bar

  3. Under the Notes column, click on the red "R".

Red signifies that the game report is waiting to be filled out

Yellow indicates a game report was filled out with comments

Green indicates a completed game report with no additional comments

  4. Make sure the Status is correct (see list below)

  5. Enter in the score of the game

  6. Note the status of the referees (On Time is the default)

  7. Enter in any comments on Red cards/Send offs, coach/player/spectator notes the league should be aware of. They are very responsive handle the comments professional. Enter in any field or equipment issues also; those are shared with the appropriate league board members to respond.

  8. Click the "Save" button to complete the game report. Once saved, the Treasurer will verify the game and issue a check (roughly every two weeks in the Fall season

Game Was Not Played

If the game was NOT played, please use the following guidelines when updating the game report.

  • Update Status from "Normal" to "Forfeit" if one team did not show up

  • Update Status from "Normal" to "Canceled" if both teams did not show up

  • Update Status from "Normal" to "Suspended" if the game was abandoned (due to a game management or weather problem)

  • In all cases other than "Normal", please explain the situation further in the Comments section, if possible.

Remember that the referee does not determine the outcome of a game (forfeit, cancelled, replayed, etc) for the team; that is for the league to decide. We use those teams in the game report to help categorize what happened as those are the menu options available to us.

Payment: Once the game report has been submitted, it will processed for payment review and processing. During the Spring and Fall seasons when referees are busiest, checks are sent out every two weeks or so. Questions on payments should be sent to treasurer1@livermorerefs.org.

No Assigned Center Referee? If someone other than the assigned Center Referee did the Center of the game (or no one was assigned), please email assignor1@livermorerefs.org so we can put the right person name in (they get credit for the game/position) and can fill out the report for the game.

Game Report Not Filled Out: If after 7 days of the game, the Game Report has not been filled out by the assigned Center Referee, use the LRA web site game pay report at http://www.livermorerefs.org/Record_Game_Form.htm. If there are any other reporting problems, contact the LRA Paymaster at: paymaster@livermorerefs.org.
